Ans : No Idea. Have seen some chipset w/ heatsinks on them, so figured fans can't hurt when OCing.

When a chipset gets close to it's maximum specification additional heat is generated... the early LX chipset is one such example, while @ 66Mhz (stock) the chip's ceramic face was warm but ok... boot up @ 83Mhz (fsb) and it gets way too HOT to touch... stability is achieved with the installation of an active NB cooler, whereas some manufacturers affix a passive chipset cooler (see below), which is quite primitive but better than nothing & even better with a 40mm fan added

Before using "Thermal Epoxy" first check to insure that the fan can readily be removed from the heatsink in case replacement is necessary. The reason I say that is I have seen cases where heatsinks were "Thermal Epoxied" to processors. Removal of the heatsink took part of the processor w/ it. No I didn't do it; but I have seen the sad remains when someone did.
